Merriam Planning Commission to consider revised project plans and development agreement for IKEA Merriam project



MERRIAM, KANSAS (November 7, 2012) – The Merriam Planning Commission will meet tonight to review the preliminary development plan for the IKEA Merriam project, and determine if a revised TIF Project Plan for Merriam Village and a proposed TIF Project Plan for IKEA is consistent with the city’s Comprehensive Plan.

IKEA announced in September, plans to build a 350,000 square foot retail store within the Merriam Village Redevelopment area, located at the southeast corner of I-35 and Johnson Drive. The proposal calls for the demolition of the existing buildings, modification of the existing retaining walls, shifting of the main entrance, and the addition of a secondary entrance along the northern property line. The Planning Commission will consider the size and scope of the building and its economic impact as a regional destination store during the review of the preliminary development plan and sign package.

In addition to reviewing the preliminary development plan for the IKEA Merriam project, the Planning Commission will also determine if a revised TIF Project Plan for Merriam Village and a proposed TIF Project Plan for IKEA is consistent with the city’s Comprehensive Plan.

The Merriam Village Redevelopment Project Plan was adopted by the City in 2005, outlining a number of items including disbursement of Tax Increment Financing (TIF) funds to the developer, Developer Diversified Realty (DDR), for eligible expenses and proposed land use.

To better facilitate the development of the IKEA store, the existing Merriam Village Redevelopment Plan was amended, removing the IKEA project area and consolidating the remaining project areas. If approved, a separate redevelopment project plan, “Redevelopment Project Plan – IKEA Project,” will be created allowing IKEA to receive TIF proceeds generated by the development directly from the City.

An independent feasibility study, along with consultant estimates, suggest that the IKEA project will be a unique development for the City of Merriam, creating a destination store that will draw customers from a large multi-state region and generate a significant amount of revenue for the city’s general fund.

A copy of the IKEA Preliminary Development Plan, revised TIF Project Plan for Merriam Village, proposed TIF Project Plan for IKEA, and supporting documents are included in the agenda packet for tonight’s Planning Commission meeting, available for download on the City’s website.
