Meet Merriam's New City Prosecutor

It's the first day on the job for Merriam’s new part-time prosecuting attorney. 

City Councilmembers recently approved hiring Thomas “TC” Penland to handle all traffic and city ordinance violations in the Merriam Municipal Court. He also will represent the City on cases appealed to the Johnson County District Court.

“I love being a prosecutor and am looking forward to serving the City of Merriam and its citizens,” Penland said. “I hope to do my part in giving back to this community by being a fair and reasonable prosecutor.”

Penland grew up in Shawnee. He received his bachelor’s degree in finance from Kansas State University in 2009 and his law degree from the University of Kansas in 2015. Penland has worked as a prosecutor almost his entire law career. Before working for Merriam, he was an assistant district attorney with the Wyandotte County District Attorney’s Office for five years.
