New Community Improvement District Begins Oct. 1

As part of the ongoing Merriam Grand Station and Merriam Grand Marketplace redevelopment, the City of Merriam will begin collecting a 1% Community Improvement District (CID) sales tax on October 1, 2025, to support the revitalization efforts.  


What is a CID and Why It Matters 

The CID is a locally approved sales tax applied to purchases at restaurants and retail businesses located in the redevelopment area. It was approved by the Merriam City Council to help fund the City’s investment in infrastructure tied to this mixed-use development. However, to help avoid placing extra burden on essential shopping, the new grocery store in the development is exempt from the CID tax. 


What Residents Should Know Now 

  • The CID covers restaurants and retail at Merriam Grand Station, Grand Station Marketplace, and adjacent properties. 
  • When you shop at restaurants or retail locations in the CID area, the 1% tax will show up on your bill starting October 1. 
  • Grocery purchases in the new store will not have the CID tax added.

Scope and Impact 

  • Expected revenue over the next 22 years is approximately $6.3 million, which will be used to pay off general obligation bonds issued by the City.  
  • Developer Drake Development has pledged to guarantee $5 million of that projected revenue; if the minimum is not met, Drake will pay the difference.  
  • This funding is instrumental in supporting infrastructure improvements, bonding costs, and ensuring the Grand Station & Marketplace become a destination with the amenities residents have been asking for. 

The CID is one part of the larger Grand Station Marketplace vision. The transformative, mixed-use redevelopment project on the site just north of Shawnee Mission Parkway, between Ikea Way and Antioch, supports housing diversity, economic growth, and revitalization.
