Planning Commission
The Planning Commission reviews planning applications, considers applications to rezone property, and proposes amendments to the City's zoning ordinance. The commission also annually reviews Merriam's Comprehensive Plan and Land Use Map to ensure they stay relevant and responsive to changes in our vision, demographic trends, and development patterns. Often the Planning Commission acts as a recommending body and some planning applications must receive final approval by the City Council.

- When there are items to consider, meetings are held on the first Wednesday of each month, beginning at 7 p.m.

2026 Planning and Zoning Application Schedule
Applicant Information
Setting up a pre-submittal application meeting with Community Development at least 30 days before the application deadline is highly recommended. Call 913-322-5520 to schedule.
All applications containing plan documents shall submit 3 full size sets of plans folded and 1 each 11" x 17" set by noon of deadline. Include a digital version ofplans and legal descriptions. Prior to staff reports being sent to the Planning Commission, the applicant must provide 1 full sets of plans folded and 1 each 11" x 17" sets and include a digital version of the plans.
Public Hearing (PH) Items
Public Hearing items require legal descriptions, notification of property owners within 200 ft. by Certified Mail, return receipt, posting of notice & publication of legal notice.

Process and Deadlines
A high level summary of the application process is described below. More detailed steps and deadlines are provided by staff after applications are submitted. Meeting all of the deadlines is essential for a smooth review process. Setting up a pre-submittal application meeting with Community Development at least 30 days before the application deadline is highly recommended. Call 913-322-5520 to schedule.
1. Submit application by 12 p.m. on the first Wednesday of the month. Staff then submits a Public Hearing Notice to newspaper.
2. Applicants must mail a copy of the Public Hearing Notice to affected property owners and provide proof to staff.
3. Staff submits report to Planning Commission one week before meeting.
4. Planning Commission meets on the first Wednesday of the month, when there are items to consider. No meeting is held in July.
5. Items that require City Council approval are put on the next available agenda for a City Council meeting, typically held on the fourth Monday of the month.
