The City of Merriam offers a rebate on franchise fees for Merriam residents. This franchise fee rebate is for your 2025 utility bills. Electricity, gas, and landline telephone qualify.
This franchise fee rebate program is a city-funded project, implemented by Mayor Pape and the Merriam City Council. This program has been offered to Merriam residents every year since 1982.
Applications are accepted February 2 – May 1, 2026.
The HUD guidelines for maximum income are:
Applications must be accompanied by 2025 gas, electric and telephone invoices (that are not provided over an internet protocol) with franchise fees listed, along with proof of income for all household members. For proof of income, residents can provide their 2025 W-2, income tax forms, or social security papers, as well all 1099’s, Interest, Pensions, Annuities, and Dividend Statements.
