Step 1.See if you meet requirements 

The HUD guidelines for maximum income are:

• 1 person $62,400
• 2 persons $71,300
• 3 persons $80,200
• 4 persons $89,100
• 5 persons $96,250
• 6 persons $103,400
• 7 persons $110,500
• 8 persons $117,650

Step 2.Gather your documents 

Applications must be accompanied by 2025 gas, electric and telephone invoices (that are not provided over an internet protocol) with franchise fees listed, along with proof of income for all household members. For proof of income, residents can provide their 2025 W-2, income tax forms, or social security papers, as well all 1099’s, Interest, Pensions, Annuities, and Dividend Statements.

The application is due May 1, 2026.

Step 3.Schedule an in-person appointment

Please call 913-322-5520 to schedule an appointment. We'll review your application and documents at the Community Development Department. If you meet the requirements, you will receive your rebate.
